My Jeep's rocker panels are rusting. Any advice on how to fix and stop it?

So, I’m giving my Jeep a fresh coat of paint, and I’ve got this rusted driver’s side rocker panel (typical YJ issue). Problem is, I don’t have welding skills. Can I clean up the rust and use bondo and mesh to fix it? My tub is rust-free otherwise.
